Every stroage place that I know in GA sells the vehichle "As-is" and "parts-only". We have had a few come up for auction in my area. Many times they are only worth parts / scrap. Now - if it does run you can get a title. Your best move is to be very nice to the ladies at the DMV/tag office. When I bought the property I live on at auction it had a truck, 2 homemade trailers, a single-wide, and some other stuff on the property. This was a foreclosure, so anything on the property that was a "fixed asset" was mine. The truck, etc. however had to be declared "abandoned" before I could get a title. Of course the kids came and drove off in the truck the very next morning after I bought the property.
Now for a vehicle in a stroage unit i would do the following:
1) Ask the stroage facility if they had the police run the VIN (in case stolen). If not you should call and have them do this before you touch anything. Is a public service and free - other then time invested.
2) If not stolen as StorMe said run the VIN to check for any liens.
3) If no liens on the vehicle talk with the ladies about what to do in order to have the vehicle declared "abandoned" and getting a new title in your name.
