Your best bet (IMO) is your local area Craigslist. Meet at a McDonalds for safety and security of the money you bring with you, and you can also try the free wifi connection on the unit you might buy.

eBay is good too, but there is nothing like trying it in person.

Also, you can buy a low end one (NEW) from Office Depot, etc for $250 to $300 and they have a good return policy and locations near and far.

CircuitCity.com  ...yes the company is out of business but TigerDirect.com bought the url and uses it for its closeouts.  I am currently typing on a Sony Vaio i7 processor 6GB RAM from there that cost $700.  You can get decent laptops there for 300-400.  Sorry just my preference.

you may want to consider a chromebook, best thing out there for the money if you want to buy new
