Title: Buyer returns - package empty or never arrives

What happens if a buyer requests a return, but when you receive the package it's empty or it never arrives at all? Is it now the buyer's responsibility to file an insurance claim? How does eBay/PayPal handle a situation like this?

The insurance claim is filed by whoever bought the postage. When a return arrives, you should always take video and pictures as it's being opened.
