This is what I was talking about in the "networking" thread....

Just Frmrs Markets morphing.  Several in the Seattle area that are not only farmers markets but a place for food trucks (my favorite), arts & crafts. and second hand stalls.

If your ever in Seattle I'd recommend checking it out.   Great, inexpensive food and good deals.

I've yet to rent a space but talking to he vendors they do very well.

The flea markets in our area control the concession stands. Are vendors allowed to sell food & beverages in your area?

I've seen them sell water/soda and popcorn.  But pretty much a stall sells food OR unprepared food (vegi's, honey, jam, ect...) OR "stuff".    I've never actually seen any written rules that you can't sell a combination of the three.  And all food sellers have to be on the perimeter. Need access to water and all that, plus having open flame a propane tanks in the middle of a crowded market isn't to safe.

I'm guessing, but it think it comes down to health laws and to sell food you need permit.  I think you'd be breaking health code to have food stock next to your thrift goods.  Plus it would be a hassle.  You'd need different sellers permits and multiple contracts.

But more towards your question.....
All the food sold is private, they rent a stall just like anyone else.   Some swap-meets have their own concessions but I'm not sure if they are run by the facility or if someone leases the space long term. But even there outside food vendors come in and sell food.
