Here's a start to a partial answer to the question: How do state and city populations affect the profit locker quality and profitability?
How Many Cities Are There in California?
Answer:
There are 478 cities in California. A few of these are considered towns (22), while many are incorporated cities (456). California is 840 miles long. California is the most populous state in the United States, and the third largest one by area. California has over 163,000 square miles of land...like many large states a lot of it is "empty".
How Many Cities are in Texas?
Answer:
There are 1,208 incorporated cities in the state of Texas. 28 of those cities have over 100,000 people in them! Texas has a land area of over 261,000 square miles.
How many cities are in New York?
As of the 2010 United States population census, the 62 counties of New York State are subdivided into 932 towns and 62 cities.

Some of the data above speaks only to number of cities and size of the states mentioned, but it is to indicate that for the most part population density is going to be a big factor in how many lockers are for sale in any given city/state.
A state like Alaska obviously has a lot of territory but not many people. The most populous states will obviously have more lockers up for sale.
Hence, there are no tv shows named:
Storage Wars, Montana.
Storage Wars, Nebraska.
Storage Wars, Iowa.
