New to Storage Auctions? / Cars in Storage Locker

I live in Georgia, what is the laws to it?  We had a car in a locker the other day.  I heard one guy say we could strip it down for parts, another guy said we could change the vin in our name.... anyone know what the ACTUAL law is with finding cars in lockers?

I just purchased the auction listings from this website and it only shows the last two weeks of listings... I wanted to go to one tomorrow and is there a special spot that I am missing for this weeks listings?
