you need 100 transactions and 3k in sales in one year and a minimum dsr of 4.6 to become bronze powerseller

New requirements went into effect this year. You must upload tracking within 1day and you must accept returns. I was always a PS and enjoyed my 20% discount of final value fees, but I lost it when this went into effect. Shipping within 1 day is no problem. Blind returns? No thank you. I mostly sell books and DVD's. Buyer would have 30 days to muck up a product while reading/viewing and ship it back.
I'm so relieved to have a brick and morter store now. eBay has gotten rough.

You are speaking of being a TOP RATED seller, not a POWER SELLER. They are two different things.

I am still a POWER SELLER based on volume and dollar volume, but I am NOT a TOP RATED seller. That is now called TOP RATED PLUS and as you said the requirements for THAT are a 14 day return policy and 1 day shipping.

Like you, the one day shipping is not a problem, though I usually cover myself with the 3-day processing option when doing a listing. It doesn't seem to affect anything really. My feedbacks when I get them often mention the fast shipping (1 day or 3 !) and the packaging and communication. Not everyone gives feedback though and I have stopped worrying about getting it so much. When you get into the the hundreds of feedback generally people will trust you.

I think another important thing is a sort of balanced level of feedback. That is, getting feedback on a regular basis shows you are an on-going seller, not just selling something once every 6 months or so.  My 900 plus feedback pretty much reflects a constant 10 or so feedback each month over the last 9 years.

Now, the LACK of having the TOP RATED (plus) designation means the LOSS of the 20% discount and of course that's a loss but not a terribly big one. On a $100 sale, if they charged you 10% for all fees that would be $10 and the 20% discount would be giving you $2 back or charging you $8.  SO..if you had 10, $100 sales you would lose a total of $20 in discount.

While the number of people that would take advantage of the NO QUESTIONS ASKED 14 day return would be small, I just can't see the benefit to me of letting someone use a $400 speciality item (tool or otherwise) for free for two weeks and then sending it back to me.  eBay and PayPal don't care; they're like stock brokers who make money no matter what the transaction is...it's nothing to them that you have to deal with a return.

@Phil - we still do specialty items (textbooks, vintage toys etc) on eBay. Everyday items go in the shop. Try to maximize profits this way. Also building "lots" of like items (one size of kids clothes, a run of an authors books, junk jewelry lot)  is very profitable. Just made $20 on a lot of crap and broken jewelry for re-purposing. It was stuff I normally would toss in the dust bin.

this is all on the ebay website so i wont get into specific numbers but its basically a certain amount of transactions nad volume. its really not too hard to do if your selling consistantly. just keep your feedback and dsr scores at 100% the breaks in price on final value fees as well as shipping realy adds up. i commented in another post about how instead of paying $18 on overnight shipments i only pay $12 so i can offer competitive pricing/shipping or pocket a few extra bcks for myself.

the one sticking point for many people is they dont wanna offer refunds and dont want to have to ship within one day. personally its worth the risk of returns for the saving and for ranking higher in searche.

About 7 years ago I became a Silver level Power seller, I was selling 2k worth of goods a month for 3 months in a row. I got a welcome package and all. But I wasn't able to keep that level of selling up for more than a month or two more and lost my power level status. I don't remember all the details, but there was a special customer service number I could call for Ebay problems.   

Now that Ebay reports income more than X number of transactions or 20k a year, I don't want it. I try to keep a low profile with the IRS in regards to my Ebay sales. :)

with my personal accounts like you i try to keep it under 200 transactions and 20k a year as  or whatever the threshhold is; i really dont sell too much stuff personally; to but for my business i have no choice but to go WAY over that. that 20k figures in ebay fees and shipping fees plus teh cost of the actual profuct your selling so even if your making good margins your not gonna make barely anything off ebay turning over 20k in business. just gotta bit the bullet pay the taxes and actually do real business on ebay if you wanna make any money
