Starting back in January 1, 2011 there were new IRS regulations that required a Form 1099-K for all eBay sellers with more than 200 transactions and $20,000 USD paid to them through PayPal. So if he met both of these criteria he would get a 1099-K and would have to claim that income at tax time.
